Summary

A series of interviews were conducted between September to December 2022 to learn about government and investor experiences as a participant in the delivery of climate and adaptation financing in Singapore. A motivation for the study is the scale of the impacts and the economic losses the city could face without adaptation.

Delivered with the contributions of industry and government, this white paper is addressed to policymakers, regulators, and the financial industry—primarily banks, asset managers, exchanges, and marketplaces. Drawing on industry insights from leading institutions, senior officials, and policymakers regarding the common understanding of finance for adaptation in Singapore, the paper offers new insights into financing climate change adaptation in cities, investigates the delivery of climate finance for climate change projects in Singapore and develops recommendations based on these insights.
